Bihar’s underworld Don named ‘Kakka’ (Siddharth Roy) offers his political leader Satyawrat (Kiran Kumar) from his party the leadership of Chief Minister and does all illegal activities like – raid, robbery, shoplifting, rape under his rule. Whereas, Satyawrat is very loyal towards his work. He couldn’t tolerate this and calls A.C.P. Arjun Singh (Ravi Kishan) from Delhi. A.C.P. Arjun Singh changes his getup as singer and arrives at Bihar station and meets fraud sub-inspector Salim (Deepak Dube). Arjun Singh stays in Shanti Niwas where he meets Shanti (Gunjan Pant) they become friends which slowly turns into love, Arjun Singh understands the situation that Salim is in love with reporter Salma (Kalpana Shah) wherein Salma discloses all the illegal activities of Kakka on television. Because of this Kakka and Arjun Singh endup being enemies.
